Local Paris Tour Agent cancelled the tour. Still waiting for Viatour to confirm if there is a refund

The Local Paris Tour Company called and WhatsApp’d to cancel the tour as the tour guide was sick. The Paris tour company told me to cancel the tour and request a refund, but the tour is non-refundable. I contacted Viatour. Viatour said they would contact their Paris Tour Company Partner. I’m still waiting for a reply. My Wife and I still went to the Louvre in the hope that the Local Paris Tour Company had found a replacement tour guide, but there was no one there. Paid SGD300.00 for the tour and really feeling scammed.
