It must be clear that the minimum of the group to go to the visit is 4 persons and the fee wouldn’t be charged until the group is completed. Otherwise, you need to consider if pay more to be alone or to cancel.

The tour operates with a minimum of 4 people and you were informed 3 days before that you have to wait a few more days to see if the tour takes place or you can request a refund. Or pay an additional price and do the tour privately. It's not even the cost for 3 people.
