Local tour operator was a no show!

Local tour operator didn't respond for two days to requests for hotel pick up time. After two days they told me they don't work on behalf of Viator anymore. Contacted Viator, despite telling them what the tour operator said, were adamant the tour would go ahead and to wait at the pick up time of 9.30am We turned up and waited and waited for no one to show. I contacted Viator and explained the whole scenario and asked for a refund. Now been told that my refund is being investigated?? Still waiting to hear back?? Booked identical trip with local excursions on offer at my hotel as Viator let me down.
