The observatory ticket booths are located on the 1st floor (in front of the elevator), 5th floor (entrance), and T1 floor (next to the plaza) of Seoul Tower Plaza, and it doesn't matter where you buy it. The Namsan Cable Car is a famous attraction with a long history, and although it is more expensive than other methods, the general opinion is that it is worth riding the cable car as a souvenir for reasons such as seeing the scenery.
