Disappointed in company taking responsibility

We had a great driver - on time and professional. BUT he was BOLT driver which is like GRAB so he was not legally allowed to leave the Kuala Lumpur area and drive us to Cameron Highlands. when we stopped for a bathroom break he was questioned by local police and given a hefty fine. This was the responsibility of the travel agency contracted with by Viator. And the driver was told he would not be compensated by the travel company. I find this unacceptable - the driver is trying to make a living - it is the responsibility of Viator, who contracted the travel company, to KNOW the rules and contract accordingly. I am disappointed and will think twice about using Viator again. Overall it was a stressful trip because of police involvement. The driver himself was great. We paid a goodly amount of money for a private driver and Viator failed to provide a smooth experience.
