Waste of time and money

There were 4 of us on this tour from the cruise port. From the beginning, we had poor communication from driver informing us of pickup location. He didn’t speak English so when I asked for clarification through WhatsApp, he didn’t respond with clarification. We walked all over trying to find him. Once locating him, the English translator guide was late. We only had limited time for tour because it was a half day port of call. So the pickup confusion ate into our time along with the guide being late. The driver did not know how to operate the a/c in the van. It was very hot and uncomfortable. He did not make effort to figure out a/c. The Central Park stop was very boring and uneventful. We were taken to the city hall which was nothing more than a filler for using up time. Absolutely nothing was notable about this stop. The Amber stone factory was nothing more than to pressure you into buying their stones and jewelry. The cable car up to Mount Isabel de Torres, which was part of our tour, had been closed for several months. This part of the tour was a big feature of the tour for us, but it was never disclosed to us that it has been inoperable for several months. We decided to end the tour early because the lack of a/c in the van was intolerable and the tour itself was uneventful and found the guide just trying to stretch time. It was a complete waste of time and money.
