I had the same issue as other reviews:
This tour was not as described. No visit to Budva.
We did have a driver, but he was not a guide. He let us off to explore on our own, but no guide. The trip was to include Budva, but he did not take us there. We took the ferry across the bay and he dropped us at Porto Montenegro instead of taking us to Budva.
Finally the tour was described as having a one hour tour of old town, but he dropped us off there and pointed at the gate to get in.

Awful. A taxi driver would have given us more information. He was 45 minutes late to start the tour and at the end of the tour he asked everyone on the van to get out and walk due to the traffic. He repeatedly left us to roam alone with only one place of information. For example I will be back in 1 hour to pick you up. His conversation with us was more about finding who we were rather than educating us on the history of the region and city.
After this experience I will shop other tour companies. Viator leaves out key details in their travel synopsis about the operator we will be getting. As well as how many people we will be traveling with.

The tour was great, Dragan made the trip the best! He was informative, friendly & helpful. Highly recommend this tour, request Dragan as your tour guide!

Our tour guide Dragan is an excellent guide. He is very knowledgeable, friendly and very very helpful .

An easy way to see a bunch of Kotor quickly. It’s definitely more of a sightseeing experience than a history lesson. Theres some walking but it’s self guided so it can be as exerting as you want it to be. Our guide was considerate and made sure we were comfortable the entire time. I’d definitely do the 8/9 am tour, it gets really packed in the afternoon.

They worked exceptionally well with our itinerary. Eric was very informative and a pleasure to be around. Highly recommend

This tour was not as described. We did have a driver, but he was not a guide. He let us off to explore on our own, but no guide. The trip was to include Budva, but he did not take use there. The tour was described as having a one hour tour of old town, but he dropped us off there and pointed at the gate to get in. It was a beautiful day and we did drive around the lake, so it wasn’t a total loss, but we didn’t have much of a guide and we missed seeing Budva, as stated in the description of the tour.

Overall very good. We missed one stop but it felt a little disorganized when we went to our lady of rock island. Told we would have boat pick up at certain time but after 15 minutes late they did not show so went back with another group. But overall good tour.

Kotor is such a beautiful place. Love the comfortable van ride around the bay and short ferry ride. Our tour guide was very professional and knowledgeable. However, the reason I booked the tour was to visit Budva as advertised. Instead we went to a new marina/shopping area :(

We got lucky and our tour just consist of 4 people. And Andro the manager was our tour guide at that time. I highly recommend him. He responds quickly and very knowledgeable and passionate about Kotor/Montenegro. If you like history for sure you’ll enjoy his company. He will explain it in a very detailed way. The tour was good, highlighting the best places to see in kotor. Thanks Andro, you’re awesome.

Beautiful country. Guide friendly and knowledgeable. Good tour for cruise passengers to give a flavor of the country. A little stressful finding the fountain meeting point.
Leo_S, May 2026
We saw the old (Perast) and the new (Lustica). What a contrast. Montenegro is a beautiful country. Our guide Eric was wonderful, personable and quite knowledgeable.
Montenegro is our favorite stop so far.
Otto_K, May 2026
Our guide, Vasco, was more of a driver that answered questions, rather than a professional guide sharing history and knowledge of the area. There were 6 of us in the minivan. We didn’t know the others before joining the tour. Our driver/guide did not give us a meeting time or a specific place at the first stop, but the 6 of us were good at keeping up with each other. We loved all the stops on the tour, but it was really a panoramic tour rather than one where you will learn much information.

Our guide Pear sp Peter was very accommodating even though things didn’t work out perfectly getting across the road was a big problem. Please don’t miss the stairs

Wonderful experience with very helpful and informative driver. However the travelling was a little uncomfortable due to four passengers in not too big a car. A people carrier is more suited to this numbers of passengers.

Great experience. One of the best tours ever. The guide was most informative and very knowledgeable. I would highly recommend his services to anyone
Jason_S, May 2026
Loved the small group experience and guide was great. He went out of his way to get us in a golf cart in the small village when we lost track of time.
Katherine_M, May 2026
Montenegro is so beautiful! Wish we had longer because there was so much to see and we felt rushed at each stop. The places we stopped at were incredible. But just not enough time.
Yves_P, May 2026
It was a really great experience to ride with Stephan to visit the region around Kotor , Perast and Tivat . Thanks for everything for your great attention .

This tour does NOT take you to the places that are listed on the itinerary and they do not inform you of that beforehand. While sitting 3 across in the backseat of an individual’s VW we noticed that the first stop was skipped but told we would go there later ( which we didn’t). We did go to stop #2. Then stop #3 wasn’t even on the list and we were told we couldn’t go to the rest of the stops because the road construction for the past 2 years made the traffic too slow. Lucky for us our driver named DEJAN saved the day and against the advice of the Royal Services Company, he took our little group to all of the advertised stops and even extra beautiful photo opportunity stops. So my advice is proceed with caution when using this company.
Response from Host, May 2026
Dear Ms. Virginia,
Thank you for taking the time to leave a review. We always appreciate feedback, as it helps us maintain the high standards that travelers expect from Royal Services Montenegro.
We do feel it is important to clarify certain points. Your reservation was made for a small-group tour of up to 8 guests, but you were actually provided with a private tour experience in our 7-seat VW Touran, giving your group a more personalized and flexible day.
Regarding the itinerary, all locations included in the tour program were completed, and additional scenic stops were also added during the day. In Montenegro, traffic patterns and temporary road conditions can sometimes require changing the order of visits. However, this is done to improve the guest experience and not to remove attractions from it.
We are delighted that Dejan received special recognition. His willingness to go beyond expectations reflects the level of service our company values and encourages. The fact that your group enjoyed extra viewpoints and memorable photo opportunities is exactly the type of experience we aim to create.
Our hundreds of satisfied guests and strong reputation continue to reflect our commitment to honest communication and exceptional service. We wish you all the best and thank you again for traveling with us.
Kind regards,
Royal Services Montenegro

It’s a very good overview of Cotter. We were able to go to the beach as well as go up in the mountains and look down on the bay. It was absolutely beautiful and a fun experience.

Nice pace as we traveled through Kotor. Covered all major areas. Great history lesson. Our guide, PETA, wasji very knowledgeable and very accommodating.
Lisa_F, May 2026
What a beautiful country! We had a lovely trip with Milos. He brought us to some spectacular viewpoints overlooking Kotor and we visited other areas of Montenegro around the bay.
Debra_M, May 2026
Great experience! We thought we would have a guide not just a driver. Itinerary was not the same as posted.
catherine_s, May 2026
Dragon was very polite, funny and knowledgeable. It was one of the best tours we've had. I highly recommend. He went out of his way to show us beautiful Kotor
David_A, May 2026
This was a very beautiful trip around Kotor and Perast. We saw some lovely sights and got to walk around some beautiful scenery. The only issue I have is that our guide did not give us very much background on the area. I was hoping to hear more about the country itself and what they make, what the people do for a living, etc. The country was formed from the breakup of Yugoslavia, a discussion of that would have been nice and how that impacted the people.
Clara_N, Apr 2026
It was a great tour. Tour guide very friendly, knowledgeable and professional.
The only thing was we were not dropped off at the cruise port and had to take our own transportation back.

Pick up is 15 minute walk from ship thru terminal building
Not much to see but interesting area with nice bays
Andrew_P, Apr 2026
Dragan, our guide/driver, was excellent, very knowledgeable and spoke good English.
The tour itself was so so. Perast and Our Lady of the Rock boat trip was nice, Risan was okay, but Tivat was not for us, nothing to see or do. So we just sat outside a restaurant with a beer and sandwich just to pass an hour. When we booked the tour, the itinerary included Budvar but we weren’t taken there. The scenery around the Bay of Kotor is spectacular.
The tour operator, Royal Services Montenegro, was very accommodating. We weren’t able to give them a definitive time that we would be at the meeting point (owing to us having to be tendered from ship to shore) so they gave us a two hour window. The vehicle in which we were transported was very comfortable for the six of us; it was only a couple of months old.
In my view, the excursion would be better if it were shortened by omitting the stop at Tivat.

Erik was a great tour guide, helpful shared lots of good information and was helpful when we needed a restroom. He was a good and cautious driver. We also had to return by a specific time for another tour activity and Erik was very good at keeping us on track to see everything and return in time.
The locations we were taken were great and we had a good amount of free time to explore some of the little towns.
