It’s a very good overview of Cotter. We were able to go to the beach as well as go up in the mountains and look down on the bay. It was absolutely beautiful and a fun experience.

Experiencing Kotor

Michael_W, May 2026
Wonderful experience with very helpful and informative driver. However the travelling was a little uncomfortable due to four passengers in not too big a car. A people carrier is more suited to this numbers of passengers.

Great experience

David_S, May 2026
Great experience. One of the best tours ever. The guide was most informative and very knowledgeable. I would highly recommend his services to anyone

Great small group experience

Jason_S, May 2026
Loved the small group experience and guide was great. He went out of his way to get us in a golf cart in the small village when we lost track of time.

Beautiful island!

Katherine_M, May 2026
Montenegro is so beautiful! Wish we had longer because there was so much to see and we felt rushed at each stop. The places we stopped at were incredible. But just not enough time.

Great visit and great driver!

Yves_P, May 2026
It was a really great experience to ride with Stephan to visit the region around Kotor , Perast and Tivat . Thanks for everything for your great attention .

Proceed with Caution

VirginiaH_W, May 2026
This tour does NOT take you to the places that are listed on the itinerary and they do not inform you of that beforehand. While sitting 3 across in the backseat of an individual’s VW we noticed that the first stop was skipped but told we would go there later ( which we didn’t). We did go to stop #2. Then stop #3 wasn’t even on the list and we were told we couldn’t go to the rest of the stops because the road construction for the past 2 years made the traffic too slow. Lucky for us our driver named DEJAN saved the day and against the advice of the Royal Services Company, he took our little group to all of the advertised stops and even extra beautiful photo opportunity stops. So my advice is proceed with caution when using this company.

Response from Host, May 2026

Dear Ms. Virginia, Thank you for taking the time to leave a review. We always appreciate feedback, as it helps us maintain the high standards that travelers expect from Royal Services Montenegro. We do feel it is important to clarify certain points. Your reservation was made for a small-group tour of up to 8 guests, but you were actually provided with a private tour experience in our 7-seat VW Touran, giving your group a more personalized and flexible day. Regarding the itinerary, all locations included in the tour program were completed, and additional scenic stops were also added during the day. In Montenegro, traffic patterns and temporary road conditions can sometimes require changing the order of visits. However, this is done to improve the guest experience and not to remove attractions from it. We are delighted that Dejan received special recognition. His willingness to go beyond expectations reflects the level of service our company values and encourages. The fact that your group enjoyed extra viewpoints and memorable photo opportunities is exactly the type of experience we aim to create. Our hundreds of satisfied guests and strong reputation continue to reflect our commitment to honest communication and exceptional service. We wish you all the best and thank you again for traveling with us. Kind regards, Royal Services Montenegro

Fun in Kotor

Dragon was very polite, funny and knowledgeable. It was one of the best tours we've had. I highly recommend. He went out of his way to show us beautiful Kotor

Beautiful trip but not enough commentary

David_A, May 2026
This was a very beautiful trip around Kotor and Perast. We saw some lovely sights and got to walk around some beautiful scenery. The only issue I have is that our guide did not give us very much background on the area. I was hoping to hear more about the country itself and what they make, what the people do for a living, etc. The country was formed from the breakup of Yugoslavia, a discussion of that would have been nice and how that impacted the people.

A Good Tour (with Caveats)

Andrew_P, Apr 2026
Dragan, our guide/driver, was excellent, very knowledgeable and spoke good English. The tour itself was so so. Perast and Our Lady of the Rock boat trip was nice, Risan was okay, but Tivat was not for us, nothing to see or do. So we just sat outside a restaurant with a beer and sandwich just to pass an hour. When we booked the tour, the itinerary included Budvar but we weren’t taken there. The scenery around the Bay of Kotor is spectacular. The tour operator, Royal Services Montenegro, was very accommodating. We weren’t able to give them a definitive time that we would be at the meeting point (owing to us having to be tendered from ship to shore) so they gave us a two hour window. The vehicle in which we were transported was very comfortable for the six of us; it was only a couple of months old. In my view, the excursion would be better if it were shortened by omitting the stop at Tivat.

Great!

Rachel_K, Apr 2026
Erik was a great tour guide, helpful shared lots of good information and was helpful when we needed a restroom. He was a good and cautious driver. We also had to return by a specific time for another tour activity and Erik was very good at keeping us on track to see everything and return in time. The locations we were taken were great and we had a good amount of free time to explore some of the little towns.

Lovely excursion. Saw the sights, learned some history, and took incredibly beautiful pictures. Knowledgeable tour guide with a nice mix of guided and independent time.

Nice and Relaxing

Sandra_D, Nov 2025
This tour was nice. Kotor is beautiful, and it was a good way to get a relaxing tour. However, we would have taken a boat day on this port. Kotor just didn't have enough.

Getting to know Kotor

Barbara_Z, Nov 2025

Barry_S, Nov 2025
We had problems getting off the ship due to tender issues, so we were grateful that the operator waited for us. We were driven to Perlast and dropped off for an hour. We were next taken to a scenic view point above the bay. We were then dropped off at Old Town to end the excursion. Even though we were late, we feel that the amount charged for this excursion was a very poor value for the money.

Response from Host, Nov 2025

Dear Mr. Barry, Thank you for taking the time to share your feedback. I completely understand your frustration with the tender delays. That can be stressful, especially when you’re eager to explore beautiful Montenegro, but that wasn't our fault. We waited extra two hours because we never want anyone left behind and we wanted you to experience at least a glimpse of what our bay and old towns have to offer. While the shortened schedule due to the ship’s delay understandably affected the overall value, I hope you enjoyed the highlights of Perast, our breathtaking viewpoint above the Bay of Kotor, and the charm of the Old Town.

We enjoyed the stops and the beautiful scenery of Montenegro. Our tour guide was on the quiet side and was informative when asked. I felt like he could have offered more on the history. If you take this your, maybe ask for more information/questions

Beautiful Montenegro.

Great tour with lots of history. Adjusted to our limited abilities. Very comfortable vehicle. Good time.

Not what we expected

Jay_G, Oct 2025
Where do I begin. We met up with our tour at the designated pickup spot. The biggest issue we encountered, was at the very beginning. There were 8 people in our group. The minivan was built for 7 passengers. To do this tour, we needed to enter into this 7 passenger minivan. With four people in the back row, sitting on each other’s lap, we began the tour. There was a big safety concern in the event of an accident. Our driver was very nice and polite. He started off stating, “ I’m just a driver, not a tour guide.” The driver did provide some general information along our journey, pointing out “5 star resorts”, the age of some buildings, a little info on his home town, and our 1st stop. Our 1st stop was the “lady of the rock”. A little island only reachable by a short boat ride. The boat ride was optional. The advertised price in the tour description was 10 euros PP for the boat ride. We were taken to a “friends boat”, and charged 15 euros pp. Some friend. We were told this was a discounted price. On the pier, you could hire a boat for 10 euros. We get to the rock (island), there is another 3 euros to get into the cathedral. This was not advertised. None of the above was an issue, just a surprise. The lady of the rock was very nice to see. The views were also very beautiful from the rock. Back into the undersized van. Next we stopped in tivat, which wasn’t on our itinerary. We were told to walk around and be back in 1.5 hours. The stop was in a marina, with shops and restaurants. We asked about Budva. We were told we were not going to Budva, which was part of our itinerary. Next we squeezed back into the van. We traveled to a ferry. While on the ferry, we asked to get out of the van, and we were told the ferry ride is approximately 5 mins. “Please stay in the van.” Remember, we’re not very comfortable in the back seat. Once across the water, we drove around a scenic roadway for approximately 15 mins. We had a 5 minute stop to take pictures. Very nice views of the bay. Back in the minivan, we headed back to the port, and dropped off. Our expectations were definitely not met on this tour. Fortunately, we had a very nice group of people on this tour, and we made the best of our situation. I did reach out to Royal Services during our tour to express the above. The replay is below. “Thanks for asking and I completely understand your concerns. There are heavy road and construction works between Kotor and Budva, that’s why it’s not possible to go to Budva and to guarantee back on time (there are long delays most of the time, and usually cruise passengers are informed about this on the ship). You will go to Trojica viewpoint after Tivat. Our 8+1 seater broke down last night so this was the best we could do. I apologize for that to everyone in the group.”

Extremely Disappointing and Misleading Tour

Sunny_P, Oct 2025
I booked this tour expecting to visit Perast, Budva, and Kotor Old Town as clearly stated in the itinerary. However, our guide M completely changed the plan without asking for our (we had total of 4 guests) opinion. Since it was our first time in Montenegro, we didn’t even realize the itinerary had been altered until later. Instead of taking us to the beautiful Kotor Old Town, he replaced it with a stop at a modern marina (Port Montenegro) — which was not at all what we came to see. The marina was very boring compared to the historic coastal towns we had looked forward to exploring. Throughout the tour, the guide provided very little information or guidance. He would simply drop us off, tell us to buy extra tickets (like the boat ride), and then disappear, asking us to meet him again an hour later. There was no storytelling, no local insight, and no engagement — just basic transportation from one place to another. Overall, this tour was not worth the price and felt like false advertising. It completely failed to deliver what was promised. I would not recommend this tour to anyone who actually wants to experience Montenegro’s traditional charm and culture.

Response from Host, Oct 2025

Hello Sunny, Thanks for your review. Our tours for cruise passengers in Kotor start and finish at Kotor Old Town, near the main gate. We are not licensed guides but we provide all the relevant information about places that we visit along the way. You were on tour with Miroslav, who is one of our best drivers, and you insisted to be dropped off at Kotor Cable Car instead of Kotor Old Town at the end of the tour. There are heavy road and construction works between Kotor and Budva, that's why it's not possible to go to Budva and to guarantee back on time this year (there are long delays most of the time, and usually cruise passengers are informed about this on the ship). That's why we compensate Budva with: Tivat, Risan and ferry across Kotor Bay.

Guide was comprhensive and knowledgable. Enjoyed the small group experience We were able to see all sites that was planned and expected.

Our cruise ship canceled...

Nancy_S, Oct 2025
Our cruise ship canceled our stop due to unsafe weather conditions for tender boats. We called as soon as it was announced on the ship. We were given a partial refund.

Response from Host, Oct 2025

75% refund for last minute cancellation: We truly regret your cruise’s last-minute cancellation; however, as significant operational expenses and payments to our subcontractors have already been incurred, we authorized a 75% refund. This ensures fair compensation while maintaining our contractual obligations and sustainability. Also, I'm not sure why your cruise ship cancelled the arrival in Kotor because the other two cruise ships scheduled for that day, also using tenders, have arrived (Costa Deliziosa and Viking Star). You should also ask your cruise line for at least 25% partial refund. Kind regards, Andro, Manager Royal Services Montenegro
