Spring and fall are the best seasons for visiting Kyoto Prefecture. Pleasant weather and beautiful flowers and foliage—blossoms in spring, autumnal leaves in fall—draw many visitors, meaning these seasons can also be very busy. Kyoto Prefecture can be a year-round destination, so don’t shy away from visiting in summer or winter, as long as you’re prepared for hot, wet summers and cold, snowy winters. The Sea of Japan coast has especially cold winters.
Japan’s public transport is exceptional, so there’s no need to rent a car in more urban areas, although a private vehicle is useful for visiting out-of-the-way places in Kyoto Prefecture. You can get wherever you want to go in Kyoto City with a combination of buses, subway, and above-ground trains. Most tourists without Japanese language skills find the subway and trains easier to navigate. To travel further afield in Kyoto Prefecture, a combination of long-distance buses and trains may be required.
Many travelers visit Kyoto, Osaka, Nara, and Himeji by sticking to the Seto Inland Sea coast, but this is one of the most industrialized—and over-touristed—parts of Japan. It’s not hard to escape the crowds, though. Head north and inland from these major cities, into other parts of Kyoto and Hyogo Prefectures, on a route that runs parallel to the Seto Inland Sea coast. You’ll see parts of Japan that many travelers overlook and gain fresh insights into rural and small-town Japan.
